Attention Home Sellers: Electronic Listing Verification System Expands to Homes for Sale on February 1

Attention Home Sellers! The Electronic Listing Verification System (ELVS), which has been in effect for nearly a year for rental properties and commercial properties for sale, is entering a new phase. As of February 1, the system will also apply to residential properties offered for sale.

With the new regulation, homeowners who wish to sell their properties will be required to authorize a real estate agent via the e-Government (e-Devlet) system in order to publish listings on property portals.

“Authorization via e-Government Will Be Mandatory to Publish Listings”

Speaking on the new implementation, Hakan Akçam, President of the All Real Estate Consultants Association (TEDB), stated that with the inclusion of homes for sale, all real estate listings across Türkiye will be covered by ELVS.
“Citizens will authorize their real estate agents through the e-Government system in order to place their homes for sale on listing platforms,” Akçam said.

ELVS Aims to Create a “Clean and Verified Listing” Market

Akçam emphasized that the system has already helped prevent common problems experienced during real estate sales processes and has introduced a more reliable and transparent listing structure. He noted that ELVS plays a critical role in ensuring verified listings and contributes significantly to the institutionalization of the real estate sector.

Sellers Will Choose the Agent and Listing Duration

Under the new system, property owners will be able to:

  • Select the authorized real estate agent, and
  • Determine the duration of the listing directly through the system.

Call to Remove Multiple Listing Authorizations

Pointing out the need for further improvements, Akçam called for the abolition of multiple listing authorizations, stating that. This would prevent listing confusion and help finalize sales through a single responsible agent.

He also underlined that the authorization agreement between property owners and real estate agents should be fully integrated into the system.

Solutions Needed for over 70 and Overseas Property Owners

Akçam highlighted access challenges for certain groups, including:

  • Over 70 citizens who cannot use e-Government services,
  • Turkish citizens living abroad who own property in Türkiye.

He suggested that alternative verification methods, such as phone-based approval systems similar to the Web Tapu application, should be developed to address these issues.

Warning to Property Owners: “Work Only with Authorized Real Estate Agents”

Akçam advised citizens planning to sell their properties to work exclusively with licensed and authorized real estate agents. Who hold a valid Real Estate Trade Authorization Certificate.

He stressed that property owners should not hesitate to grant authorization via e-Government, noting that authorized agents have already fulfilled all legal obligations required by the state.
“Secure and transparent transactions are only possible by working with responsible and authorized real estate agents,” Akçam concluded.
